At the foot of the hill, there were two parking spots on the hill. They were reserved for the folks working at the construction site. In order to discourage anyone else from taking up the spots, they placed two “No Parking” signs there.

Sadly, it looks like the signs were not enough to keep other parkers away. There was an elementary school located only half a block away. It did not take very long for this foreman to learn that parents would often leave their cars there.
